I have been playing the Jacquet household in Bluewater Village. They have a garden which needs to be weeded. I have hired a Gardener for them but even with the Gardener and both Jacquets weeding it can't be kept up! I don't recall the weeds growing so fast anywhere else. I do have one semiglobal in my game. It is the no rot food mod from this site. Could this be causing the problem or is it just the Bluewater Village & OFB? I do have the patch in.

I don't think the no-rot hack is doing that, that hack only disables the "set spoiled" behaviour and only on serving plates. But you could try removing it and testing without it just to make sure.
I haven't played that lot you mentioned so I have no idea what could be causing that. However, we've discovered lately that when installing new EPs on an already started game, it tends to corrupt some files. Many problems that people think are custom content related are actually bugs introduced by installing new EPs. This can be corrected by backing up your content and neighborhoods and uninstalling the game, then carefully re-installing them in order and putting all your content back at the end.
This has resolved a lot of problems for me in the past, like sims not cooking foods or some object behaving strangely. I hope this helps.

I changed my mind as I realised I had just gotten the J'Adore bakery straightened out and reinstalling might screw it up again. So I took the garden out. I don't seem to have any other problems. If I find any I may uninstall and reinstall.
