I have never written a tutorial before so I hope that you will understand what I'm trying to explain here... :D This has been requested of me a few times lately so here goes...
How to build a walk-out basement
This is the finished house we are going to build:

Ok let's start...
* Step 1.
Put 1 square of foundation down anywhere on your lot. Don't build it to close to the edge of the lot because we want to leave room for landscaping.

* Step 2.
Draw a wall on the opposite side of where you placed your foundation

* Step 3.
Type in cheat: boolprop constrainfloorelevation false
* Step 4.
Now with the 'Flattening tool' we will bring the foundation to regular wall height by dragging across starting at the wall.

* Step 5.
Turn cheat off again by typing: boolprop constrainfloorelevation true
Remove the piece of wall we built earlier.

* Step 6.
Now, starting at the 'high' foundation part, put a foundation down for your house (as big as you want your house to be)

* Step 7.
Important! With the wall tool, draw the inside of your basement - you need to leave at least 1 empty tile around the border inside the foundation - except where you want to place your door.

* Step 8.
Now start removing the foundation inside the walls you just put down, 'til you end up with the following results:

* Step 9.
In the gap, we now have from removing the foundation, build a regular wall.

* Step 10.
You can remove (but don't have to) more foundation allowing us to put in windows for a better lit basement.

* Step 11.
Now finish building your house like you normally would.

* Step 12.
With the landscaping tool start pulling the ground up around your house until you get a nice soft realistic looking slope. Put trees, bushes or whatever you fancy around the house and you are done.
